This document was authored by the then Department of Industry, Science, Energy and Resources as part of the Small Business portfolio policy functions which have since been transferred to the Treasury.

The inter-agency Franchising Taskforce is examining the feasibility and implementation of recommendations in the Parliamentary Joint Committee on Corporations and Financial Services' Fairness in Franchising report, which examined the Franchising Code of Conduct.

The Taskforce engaged with a wide range of stakeholders across the franchising sector through meetings and written feedback in response to a Regulation Impact Statement (RIS) and an issues paper. Stakeholder views, experiences and information will inform the Taskforce’s advice to government.

Consultation process

  • Stage 1: Establish Franchising Taskforce.
  • Stage 2: Stakeholder consultation period for Taskforce Issues Paper.
  • Stage 3: Analyse themes from consultation period.
  • Stage 4: Stakeholder consultation period for the Regulation Impact Statement.
  • Stage 5: Assess stakeholder response to Regulations Impact Statement.
  • Stage 6: Franchising Taskforce provides advice to relevant ministers.
  • Stage 7: Public announcement of Government’s position on franchising reforms.

The Taskforce consulted on a consultation paper from 11 November to 6 December 2019. The paper sought feedback on possible problems and options for government action in the franchising sector.

The Taskforce previously consulted on an Issues Paper from 23 August to 20 September 2019. The Issues Paper invited feedback to the Taskforce on the PJC’s Fairness in Franchising report recommendations. To assist stakeholders with providing feedback, the Taskforce grouped the PJC’s recommendations under seven policy principles that emerged from its reading of the PJC’s report.
