Introduction and Guide to the Report This is the last Treasury Annual Report to incorporate performance reporting against program structures and objectives under Program Management and Budgeting. The next Annual Report will report performance against outcomes, outputs and performance information contained in the 1999-2000 Portfolio Budget Statements (PBS). The report describes Treasurys performance in relation to the program objectives and resource use set out in the 1998-99 PBS: the stated objective of the Treasury program is therefore that given in the 1998-99 PBS. The performance reporting does not extend to the activities of the Royal Australian Mint (the Mint) which, although a Division of Treasury, is not budget-funded and is not included separately in the PBS. Information in appendices (for example, staff numbers or expenditure on advertising) does not include information relating to the Mint unless expressly stated. The Mint publishes its own annual report. This report includes an overview of major outcomes during 1998-99, and outlines changes in the organisation and senior management structure of the Department and other significant management initiatives undertaken over the course of the year. Charts show both the Treasury subprograms structure applying during the year and the Treasury Top Management Structure as at 30 June 1999, reflecting the new Treasury structure based on three operational Groups. The main body of the report provides an assessment of performance against program objectives for each of the subprograms of the Treasury program. Appendices provide additional statistical information and other material required under the annual report guidelines, followed by Treasurys audited financial statements. The report concludes with a list of abbreviations and acronyms and an index to the report and its appendices. Treasury issues a wide range of other publications, papers and annual reports which provide information on its activities. A detailed listing is at Appendix K to this report, beginning on page 145.
