The Government appointed Mr Chris Leptos AM to conduct an independent statutory review of the operation of the National Housing Finance and Investment Corporation Act 2018.

The National Housing Finance and Investment Corporation (NHFIC) was established to improve housing outcomes for Australians.

NHFIC administers the First Home Loan Deposit Scheme, Affordable Housing Bond Aggregator, the National Housing Infrastructure Facility, and conducts research into housing demand, supply and affordability.

The Review is required under section 57 of the Act and engaged with stakeholders in order to understand whether the Act, and NHFIC as an organisation, is delivering on its statutory objectives and whether any amendments to the Act should be considered.

Mr Leptos has significant experience across a number of relevant sectors, including finance and infrastructure, and was made a Member of the Order of Australia in 2000 for services to business and the community.

The Review’s report was delivered to the Hon Michael Sukkar, Assistant Treasurer, Minister for Housing, Minister for Homelessness, Social and Community Housing on 13 August 2021.

Consistent with the requirements under section 57, the Assistant Treasurer tabled the report in Parliament on 28 October 2021.
