The Government is committed to extending the Consumer Data Right (CDR) to the energy sector alongside the implementation of Open Banking. In doing so, the Government aims to establish a framework that helps consumers to find and switch to the best energy deals. Over time this will encourage greater competition between energy retailers and deliver innovative retail products that help consumers better manage their energy use, find better products and make informed decisions about personal energy investments.
Between 29 August 2019 and 26 September 2019 public consultation was held to inform the designation of energy data sets and data holders. The Government received and considered 18 submissions.
On 9 January 2020, Treasurer the Hon Josh Frydenberg MP, agreed in-principle to the coverage of data sets and data holders for energy. A final decision will be made following further consultations in early 2020 on the text of the designation instrument, which will turn on the ACCC’s CDR rule making power for the energy sector.
The agreed data sets will provide consumers with details on their National Electricity Market electricity connections (including solar generation or battery storage), energy consumption, charging and billing history, and available products. Priority datasets include:
National Metering Identifier Standing Data Fields – all NMI standing fields (includes information about the meter type, location and network tariffs).
Customer provided data – information about the customer to whom electricity has been, or is being, supplied (or their associate). Such as name, entity type and contact details.
Billing data – accounting records in relation to an account, including records of bills issued and payment received, payment arrangements, hardship and concessional arrangements.
Generic tariff data – all tariff data not relating to an identifiable person, including eligibility requirements for hardship and concession discounts linked to the product.
Tailored tariff data – all product data relating to an identifiable person, including eligibility requirement for hardship and concession discounts linked to the product.
Distributed Energy Resource data – including details on batteries and panel installations.
Metering Data – electricity usage data from Type 4-6 meters
