Beneficial ownership reforms affecting unlisted companies

The government committed to making an open register of beneficial ownership.

The government released a consultation paper in 2022. It outlined policy specifications for new requirements of unlisted companies.

Treasury updated the policy specifications based on:

• the approach outlined in the 2022 consultation
• feedback from that consultation
• findings of the privacy impact assessment.

The next stage of the reform involves consulting on the draft legislation.
