Introduction
This paper builds on the proposals for reform of financial market regulation presented in the Corporate Law Economic Reform Program Paper No. 6 [1] (CLERP 6). It proposed an integrated regulatory framework for all financial products that would provide consistent regulation of functionally similar markets and products.
In developing the proposals presented in this paper, views expressed in the submissions received on CLERP 6 have been considered. Key policy issues raised in those submissions form the basis of this paper.
