Prior to the appointment of the National Housing Supply Council, the Department of Sustainability, Environment, Water, Population and Communities commissioned property consulting firm Urbis Pty Ltd to update the study reported in the 2010 State of Supply Report which examined the cost of developing new infill and greenfield housing in Sydney, Melbourne, Brisbane, Adelaide and Perth.
